ISLAMABAD: Despite federal cabinet’s directive, the Capital Development Authority (CDA) has failed to announce built-up property (BuP) award in its seven sectors, which had been acquired 15 years ago.
Without clearing the BuP cases, the CDA is unable to get possession of the land for starting sector development. While more and more construction had been taken place in these acquired sectors and ultimately, the civic agency will have to face big loss of paying more compensation against the BuP cases.
The CDA in 2008-9 had acquired several residential sectors but in highly dubious act, it did not announce BuP award to get the possession of the land.
The Federal Cabinet in 2021 had directed the CDA to resolve issues of BuP award of seven sectors as soon as possible. But the civic agency did not pay any heed to the directive.

On the other hand, the BUP cases have been increasing and more and more construction has been taking place in acquired sectors.
As per CDA’s rules, there are two types of awards: land award and BuP award, which means the announcement of compensation will be in the shape of plots or cash against the houses.
According to its rules, CDA gives a five marla plot against the BuP claim of over 300 sq feet covered area. The sectors whose BUP awards are pending are included E-13, F-13, C-13, C-14, C-16, I-17 and H-16. While, the CDA had announced BUP award of sector C-15 in 2016, but still failed to issue allotment letters to get the possession of land from the locals to start development work. The CDA has so far developed 24 sectors and acquired land for seven more in 2008-09, for which the BuP awards are pending. Besides pending awards, the CDA also failed to clear compensation cases of several sectors as well.
“I do agree the BuP awards should be announced together with the land award. The delay in BuP awards created an opportunity for local to construct new houses on acquired land. But, the best solution is that we should use satellite imaginary to check the exact numbers of houses that were present at the time of land award,” said an official. He said that
those whose cases were genuine must be given their due right, while those who were trying to get compensation on the basis of ‘bogus documents’, should be discouraged, adding that the said sectors whose BuP are pending are small sector and they should have less numbers of BuP cases.
“For example, we have C-13 sector, which is comprising less than 400 kanal, so in this sector there should be very less number of BuP,” he said.
When contacted a senior officer of CDA said that soon civic agency will announce BuP awards of pending sectors to get possession of the land. He said that all the awards will be held in transparent manners.
