Bodies formed to address issues faced by builders, investors in CDA sectors

Islamabad: The Capital Development Authority (CDA) has set up four bodies to resolve the issues faced by investors, builders, and citizens in its sectors, according to news published on March 21. Read: CDA mulls making ‘recharge wells’ mandatory for house owners in Islamabad As per the details, the four committees include Sector Development Monitoring Committee, Housing Schemes Monitoring Committee, Monitoring Committee for High-rise projects, and Rehabilitation Committee. These bodies will monitor, examine, and decide issues and matters related to the development of sectors in Zone I and II. It was mentioned that all the bodies will meet once a month. The news source mentioned that while development has been started in E-12, I-12, C-14, and C-15, the progress is very slow. For the sectors acquired in 2008, the CDA has still been unable to get possession of land due to pending compensation cases. For this reason, the authority couldn’t initiate development work in D-13, F-13, E-13, C-13, H-16, and I-17. A notice issued in this regard stated that the Sector Development Committee will be headed by the CDA chairman and will include members of planning, director general works, engineering, estates, and others. The committee will examine and decide the issues including land acquisition, award, ownership and demarcation of land, land compensation & built-up property, removal of encroachment, infrastructure development, and hiring contractors and consultants. The committee will also look into the issue of the development of parks, repair, maintenance, funds, and budget. It will examine and decide the cases/issues of high-rise projects and schemes recommended by the member planning regarding monitoring of layout plans, issuance of completion certificates, approval of building plans, and action against non-conforming use. The Housing Committee, on request of the members planning, will monitor the layout plans including extended layout plans and/or revised ones, recovery of outstanding dues, violation of approved layout plans, allotment of plots, and issuance of NOCs for development. The notification further revealed that the Rehabilitation Committee will scrutinize, examine, and decide grievances of land owners, claims, retrieval of the acquired land, and finalize the survey lists. This committee will also propose shifting the dwellers of recognized Katchi Abadis if the civic agency moves them to other places. Read: CDA to impose fines on residents for wasting water According to a CDA official, the committees are being set up on the decision of CDA Chairman Noor-ul-Amin Mengal after he received complaints from developers, citizens, and investors. The chairman claims that all the genuine issues will be resolved through the committees within a few months.
