ISLAMABAD: The Capital Development Authority (CDA) has decided to deal with all those cases of transfer of property that fall in CDA’s sectors, but had been transferred from one buyer to others from Islamabad Capital Territory (ICT) through registry deed.
In Islamabad, there are two departments which deal with transfer of property cases; CDA deals with property transfer cases, which fall in its own sectors while, ICT’s revenue department deals with the cases of transfer in rural areas.
However, in many cases, particularly of old sectors such as F-6, G-6, F-7, F-8, many houses had been transferred through registry deed from the ICT’s revenue department.
Sources said that once the property is transferred from ICT revenue department, subsequent buyers will have to get it transferred from ICT only. However, now, in a major decision, CDA has decided to deal with all such cases itself and requested ICT revenue department to issue no objection certificates (NOC) in this regard.
The director estate, through a letter dated Feb 10, had informed the deputy commissioner (DC) Islamabad, who is also the additional deputy commissioner (revenue), and joint sub registrar about the said decision. He has written that CDA had changed its property manual and now, it will deal with registry cases as well.
The director, in his letter, said that the CDA board in its meeting (held on 28-10-2022) had decided to change the property manual and decided that the civic agency will deal with registry cases.
The letter said that under previous rules, properties in which conveyance/lease deed has been executed can only be further transferred through sale deed in the office of the Joint Sub Registrar.
While after amendment, in the property manual, which had been approved by the CDA board in the said meeting, now in cases where conveyance/lease deed is executed, the allotee has to surrender the original conveyance/lease deed if he opts to transfer the property through CDA’s One Window Operation Counter (OWO).
While, in cases where only the sale deed is executed without any conveyance/lease deed, the same shall have to be surrendered in the original before transfer.
